This guy for me. He went from a one-note joke that was kinda racist to a proud and arrogant ruler that was nonetheless gracious in defeat and showed genuine concern for the player.

I dunno, Joe was for sure more worried about the planet while Potoroo only cared about the money, but Papu sounded a lot more genuine in his warnings to take Oxide seriously.
