The protag of ZHP is so bland and shitty that even after inheriting the powers of the Unlosing Ranger, he still gets his ass beat by the villain at the start of the game, and through pretty much every chapter save for the finale. He becomes more powerful later on, but the gimmick is literally about him just getting his ass beat repeatedly and getting destroyed by the final boss over and over until he finally gets stronger over time. He's the ultimate underdog.

Hajime's always looked like that. Average face, average build, not a pretty boy or weirdo or a wimp or a hunk. His appearance was reconstructed from his own memory, and we see him (from behind) at the end of DR2 in the real world looking the same. Plus there's DR3.
Izuru has super strength even though he's not particularly buff either. Also, it should be understood that even if he has every "Talent" he's not necessarily actively making use of them; for example, he should be able to disguise himself as effectively as the Ultimate Imposter but he chooses not to.
How it should work is that his brain was altered in such a way that he became a perfect genius, as they say his talent is "talent itself."
"Talent" in reality is related to a particular sort of intelligence, an intuitive understanding of something that lets a person easily excel at it relative to their peers. Leon was the best student baseball player in Japan despite hardly practicing and even resenting the sport because he had a natural talent for it, his mind and body fit together in such a way that it came easily to him.
For Izuru, everything is that easy for him. Even though he shouldn't know anything about how the Neo World Program was put together, he should be able to figure out how it works because he is at least as good as the Ultimate Programmer, Ultimate Neurologist and Ultimate Therapist who collaborated to put it together with their Talents, and do even better because with his own Talents like Ultimate Mechanic and Ultimate Analyst he'd understand it more deeply than even they did.
