There isn't as much history dedicated to cuddling, and cuddling isn't really something that has well-defined win and loss states. Games usually rely on something that has a well-defined objective, and also some intricacy and thought-provoking considerations. Unless you can bring that to the world of cuddling, you likely can't make an engaging and enjoyable game out of it.
