He's not mind controlled, the second game mention the fact that once 50 Blessings get a hold of you they start being incredibly threatening to you if you don't do the job they ask, eventually he just got tricked by them when coming back from the hospital into believing the russian mobsters where behind the whole thing.

I installed it and played it as fast as I could
I loved it
but to this day, I still fucking HATE the ending. It is a cop-out, a way for Dennaton to go "haha nuclear apocalypse no more games now". Then that half-baked level editor was thrown in so they could further go on and say "haha see make your own Hotline Miami 3 suckers"

It's not a cop-out. It makes sense. It was foreshadowed countless times throughout the game.
HM2 was all about this huge bloody cycle of revenge. They kill your guy you kill their guys. Ever growing and sucking more people in. Becoming more and more violent. Nukes are the culmination of violence. It is the definitive and most logical end to the cycle and the games themes
