Through many playthroughs I have determined my no. 1 favourite build, note that this assumes you have the Restoration Project as well.
No Gifted because it's too strong and makes the game practically play itself, as I will show you can be incredibly strong (and better-rounded) without it.
Play as female (a couple of gameplay reasons for this but mostly I think it just fits the Fallout aesthetic, I pick male for most RPGs but in Fallout I always go female for some reason).

PE - 6
EN - 4
CH - 7
IN - 7
AG - 5
LK - 6
Traits: Good Natured (mostly for RP but has some practical use), Small Frame
Tagged: Small Guns, Speech, Lockpick
For perks I like to take Awareness, Magnetic Personality, Better Crits, Living Anatomy, Gain Agility, Gain Perception, and finally Sniper.
By the end of the game your primary stats should therefore reach:
ST - 10
PE - 8
EN - 4
CH - 8
IN - 8
AG - 8
LK - 8
Since there are so many primary stat boosts throughout this game. As you can see you end up excellent at everything except Endurance which is still not too bad.
I like to stick with melee up until The Den. Don't put points into Small Guns until then because you can get huge boosts from all the Guns & Bullets boosts up to that point.

What does the Restoration Project add/change? I played vanilla for my first time through, but might consider modding for my second.

not that guy, but the thing I remember about that mod is that gives Cass a talking head, which is great, restores some quests (Mom's orphanage in the Den, and the Sulik one comes to mind) and locations like Sulik's hometown and various parts of towns. It's ok but I honestly don't understand some choices, like making Vic's door locked and nearly unbreakable for some fucking reason and, but this might be just me, making combat a chore with most of your shots missing somehow. I'd say it's not really worth it but I'm not the most knowledgeable guy around about the mod. See if the changes interest you

Loads of cut content, including entire areas (such as the EPA, the biggest of the bunch) and quests in existing areas.
Ability to reach certain endings restored (such as the V13 Deathclaws surviving if you play right).
Gameplay elements tweaked (AP ammo now not objectively inferior, damage formula in general changed).
One of the "stat boosts" I mentioned is only possible in the RP, there is a way to get a permanent +1 AG in it which that build relies upon.
Fixed glitches.
Basically loads of neat new shit, I strongly recommend it, can hardly play vanilla now that I've played the RP.
I also more tentatively recommend the Miria Mod which makes her a far more valuable companion and wife (who interacts with you differently if you play as a female) rather than a throwaway joke companion.

Cool, I'll definitely use this. The game definitely seemed rushed at the end, so it doesn't surprise me that there was a lot of cut content.
