You've made a contradiction in your post, and I understand why you've come to that conclusion: There are two races of Ur Quan.
One is essentially a generic 100% evil alien race that literally just wants to kill everyone, and the other race conquers people to preserve them from their brother race.
We are the Ur-Uqan Kohr-Ah. We cleanse our destiny.
On the moral compass of most people, enslaving everyone and genociding everyone are just two variations of 100% evil.
And the Kzer-Za don't even consider the Kohr-Ah the worst potential threat to the galaxy, or else they would have wiped them out when they had the chance after the first Doctrinal War. Their biggest fear is a Dnyarri reappearance (always thought it was stupid in-universe that they chose to enslave them rather than genocide even after hearing why they did so) and other potential "outside context" threats. I wonder what the Ur-Quan would make of the Orz, for example. Just about no other race has anything at all to say about the Orz, as if they didn't even notice them.
