the thalmor already had wiped out every blade agent operating in their territory and then wiped out more in the war itself like when they sacked cloud ruler temple. with the concordat they were disbanded and the empire just stood by while the thalmor assassinated any they found (not much better than what you implied for the record, but better to be accurate)

Yes they had Nord legions but they also had Cyrod generals.
They are nearly as bad at war as the AD.

The Redguards were able to hold the Thalmor and get a better treaty than the Empire did and Skyrim is the most naturally defended province next to Black Marsh. There is ONE land route into Skyrim from the Empire controlled provinces and if they try to sail into Skyrim they have to contend with the Sea of Ghosts which will not be an easy task. And even IF they somehow land on Skyrim they'd mostly likely be taking shore near Solitude, you know that place with entire mountain ranges overlooking the shores? They'd be wiped out by archers. The Thalmor cannot just waltz into Skyrim without going directly through the heart of Cyrodiil, and if the Empire actually allows that then the Stormcloak movement was justified in its entirety.
