First of all, why would they show this random person an unfinished build of smash DLC? It’s obvious he doesn’t work there if he doesn’t know who the character is meant to be. Secondly, Nintendo of Japan is in Kyoto while Sora Ltd., where the game is actually being developed, is in Tokyo. It’s not possible that he just got the two confused.
