They aren't. Dutch is exposed as a brainlet by agent Milton right away, Arthur's whole character arc centers around realizing that Dutch was a huge dipshit. Milton and Ross are despicable, but not the law in general, that's just what the characters think on account of being outlaws.

There shouldn't be as many shootouts as there are in this game, Rockstar were just too stupid to come up with any other way for an encounter to play out interestingly. The body count of all the characters is fucking comical. In the epilogue you can find a newspaper clipping that says Micah Belle killed two dozen men, which after playing through the game feels like the understatement of the century.

I think 'likable' being marked out is a bit of a stretch. Arthur is a good character and he is definitely likable. I know there's a note card that literally states these are not hard and fast rules, but I think that 'likable' is usually the rule and not the exception.

Dutch suffers literal brain damage when the tram derails in that one mission.
He was never especially smart, but what makes everything go to shit is the fact that he's going actually batshit insane because his brain is broken from that point onward.

I never fully bought this. Dutch wrote all of his grandiose speeches in advance, and just parroted the books he had lying around his camp. Dutch was a rotten egg from the start, the game literally starts with characters discussing how he shot an innocent woman in the face at the first sign of Blackwater going to shit.

There's a shit ton of very obvious signs pointing to this.
Observe him after that point.
He talks to himself a lot.
He has moments of borderline autism where he becomes unresponsive.
He becomes much, much more aggressive, reacts extremely badly to pressure and stress, goes straight to violence, much more than he ever did before.
He starts having problems handling more than one task and/or conversation/interaction at a time, reacting violently to such situations.
Basically everything he does from that point onward is a huge red flag that there's something physically wrong with him.

By far the biggest red flag is that Arthur can catch him talking to himself and lost in a trance multiple times.

I think it's more likely that the 1,2 punch of Hosea being shot and then being stranded on Guarma made him break fully, although I was wrong to fully discredit the brain damage.
