Oblivion. If you don't plan your build and pay attention to every fucking action you take in the game to optimize your level-ups it's impossible to keep up with the world's level scaling.

Enemies scale faster than you do as you level so you're just better off never leveling at all.

Pretty much except in Oblivion you could just choose not to level by never sleeping. FF8 requires a bit of finesse in order to get through encounters without gaining xp.

In Skyrim, can you hold off on enemies becoming stronger if you just don't spend your level ups? Or do they get stronger whether or not you use the points?
there's no way that's correct. I remember well that in Oblivions endgame the super-bandits in full elven/glass do become tremendous annoyances, but only annoyances, not actual threats.
Life
I'm fairly certain it doesn't count as a level up so long as you don't actually gain the level.
So if you don't upgrade health magicka or stamina it should be fine. Not like it really matters since skyrim has enough exploits to keep up, but if you really really don't want the game scaling on you this ought to work.
Getting a bunch of +2 empty levels by fooling around with a spread of utility magic or having agility as a major skill can ruin a character.
If you don't build Endurance immediately from char gen you're also going to be screwed for HP for the entire game.
Bandits remain bandits, but if you don't pay attention to the way leveling works you'll end up beating on damage sponges that can threeshot you by midgame. Of course since it's an elderscrolls game you can just cheese the hell out of it, but playing normally it becomes a major pain if you don't optimize your character.
