Its easy to get that feeling on a modern GNU/Linux distribution by building an all AMD system, and using a low requirements no-nonsense desktop like XFCE.

you do remember that when a game froze the entire computer did and you had to manually reboot? i forget if it was XP or 7 but once the "XYZ has encountered a program and must close" shit became available it was so much more forgiving when shit games crashed

It absolutely did not, you can't even plug a USB stick into a 98SE computer without drivers installed. Native USB mouse and keyboard (and all things USB) did not turn up until XP.
