The scariest part of PT was the amazing sound design, claustrophobic map and the atmosphere. The entire sinister tone of it all helped as well. The jumpscare had to be there for normies, but it's the only shit part about it.
It could've been the best horror game ever made. It could've revived Silent Hill. The fact that it got shitcanned makes it the biggest disappointment of this decade for me. Kojima played my heart like a damn fiddle.
They are generally bad. But you have to clarify. A well executed scare as pay-off after well-paced build-up, is not what people have in mind when they refer to cheap jump scares. They think of something going BOO in your face.
PT had very good direction and build-up, but it's nowhere near the level Silent Hill was operating on.
You know how sometimes a person (un)intentionally sneaks up on you and you get startled and want to slap their shit afterwards? Same effect with games\movies, first you're startled then annoyed. It doesn't make you feel scared in the long run, it makes you feel like whoever made it are cheap hacks.
