The only way something like this would happen is if Konami were to lent Sony the IP in the form of a license and get a percentage of the revenue. Buying the IP entirely specially for that amount would not be very intelligent specially now that the stories the main characters (Big Boss, Solid Snake and Raiden) are over, the next game would have to be about a new or less-liked character, this lowers the value of the IP greatly. Also it wouldn't feel right to play an MGS game without Konami's logo on it, it's like playing a Banjo game bankrolled by Microsoft instead of Nintendo, this is another important factor
