No. You can change the setting/ruleset/classes/combat etc. But if it doesn't follow that formula then no it isn't an RPG. Its something else, but that doesn't mean its shit. Reading a choose your own adventure novel and classic adventure games don't count as roleplaying for a reason. Throwing in leveled items and enemies doesn't suddenly make it an RPG either, especially when its completely dissonant to the rest of the game.

applies to 99% of games that call themselves "rpg". Almost all of those games are adventure games where youre supposed to empty the dialogue tree of everyone you can interact with. Stats to give an excuse for the shit combat even if zero tactics are involved because its all just pumping up numbers and hoping for the good RNG. There are a few exceptions that are either actually tactical or actually more complex and focused simulations but those are almost universally labeled under other tags or subgenres. Lumping in Witcher with Pseudo RPGs isn't really fair. Witcher is even less of an RPG than most, claiming that "they didn't do it that good either" is whataboutism, Witcher is many octaves worse in terms of actual reactivity and consequences, and it's open world is little more than show with actual content few and far between. That's why the game is "100 hours" but the speedrun is less than 3
