The geography for GTA III Liberty City and GTA IV Liberty City are radically different. I think they just wanted a fresh start to build a new world fresh.
Although they did keep some of the radio personalities like Lazlo and Fernando. Also Love Fist.

I don't think anyone would really care if the geography was changed without a full reboot, I think it's just that they wanted a more grounded, serious series. of course, that all went out the window with GTAO, which now has invisible cyborgs and flying motorcycles.

Apparently the publishers wanted it more cartoony to attract a younger audience, which is weird because it's still rated M. The devs don't even like it, they consider it non-canon and plan on doing some sort of retcon remake at some point. I think it was a fun game, but the style really put me off.
