To keep it short since I wanna fap on sadpanda, when Ansem and Xemnas died in the original timeline instead of going back into nothingness when Xehanort came back, their "ego" was plucked at that instance and was put into the replica bodies. Over the course of their grand plan they grew their own hearts, and when they died they went onto The Final World, but just like Namine, they're still waiting there unable to pass on. Perhaps Nomura will make his own Ninja World War arc and they'll need to be revived in order to beat the new big bad.

He probably means Xehanort when he turns into a goat and how he could fight without or without the χ-blade.
