In every game except RBY, you can get an infinite amount of Moon Stones. Even in Gen 1 you get 4 which is enough to spare 1 for a cuddle partner.

There's plenty of Pokemon that are perfect for snuggling and a lot of it comes down to personal taste. My choice would be Cinccino, its Pokedex entry even talks about how amazing its fur feels.

There's a lot of different factors that could go into it.
Any pokemon as big as/bigger than a human is a solid contender, though obviously there's a limit when you get to MASSIVE pokemon like Wailord or anything genuinely dangerous to touch.
Any pokemon that has intelligence higher than or comparable to a human is a solid contender as well, especially psychic types, since they'd be the best and understanding what would be comfortable for the both of you.
Fire types in general are up there. Any of them without fire or magma that could directly cause you harm are basically heated pillows.
Anything with fur for obvious reasons.
Anything with multiple arms.
Really, I think it'd be easier to pick out any pokemon that'd just be fuckawful at snuggling no matter what.

Despite how popular it is with furfags, Lucario would probably be godawful at snuggling thanks to the big fat spike on its chest. Even if you could dull it without hurting Lucario or could put some sort cork or something on it, it's still a big fat chunk of metal poking you while you're trying to relax.
