It's the worst genre of modern game genres. Little to no effort in actually making the gameplay/stats of characters etc. meaningful, relevant or fun in any way. Stories range from awful to passable. Honestly it's like a trash genre to satisfy people new to anime who don't have any standards to anything. The art is good sometimes. That's literally all value there is.

Does Fallout: New Vegas count as a JRPG?

It's not "just because of where they were made". People often call Dragon's Dogma for example a WRPG even though it's Japanese as it has most staples of WRPGs and not many of JRPGs. It's because JRPGs and WRPGs have vastly different design and structure to them. JRPGs are often a lot more linear and have a lot of focus on the party while WRPGs are more often open-world style and tend to either only really star one hero or don't have too much party focus/interaction. JRPGs are known for being turn based while WRPGs aren't as much (I know a decent amount of popular WRPGs are turn based but not in JRPG style)
