They could, but since gritty art styles became the norm it is really hard to find characters made from just a few primary colors
It isn't hard at all for 2D games because they have limited sprite sizes. 3D games tend to put people in similar outfits or ones that don't stand out at all.

Modern games use a lot of colors these days. Enough to be photoreal. Not sure it will work so well but there are still characters who are instant classics.

I only recognised Ken and Ryu, and I never played a single game they’re in. No idea who the rest are, but they’re not even close to their recognisability, you just think they are because you play the games.

this is actually a good example of what happened to modern games. The design philosophy behind this character was create a figure that can be identified as a person in the least amount of shapes possible, that limitation led to them creating a recognizable character. This is something modern games stopped really having to worry about, there's less limitations available today and designers aren't given limitations outside of "keep the poly count at a good level that doesn't affect performance." Same is true for a lot of aspects in gaming like music, old consoles didn't have the ability to run many channels so the goal that composers had to stay in line with was "create strong melodies" since that's all they were really able to pull off. So the answer to OP's question is, less limitations led to less creativity.

because those modern games need to age before they become classics. there's more that went into making SF2 iconic than just the games.

So to fix modern designs, the real answer would be to place limitations on yourself like "only use 2-3 colors"
