I suspected it was a city builder because the detail on the models is very shitty to be viewed that close (the trash can and cars for example). It could just be a much older game then, but then it also shows a lot of more advanced features of current games, like the lights and far off detail.
All in all, very good, outside of the quantity of cars and the lights, it could pass as Mafia 1, and if it was winter with modern cars it could pass as Max Payne 1
