Now this is all conjecture, but the way I see it, the league pays for everything and they earn their money selling broadcast rights to their tournaments, merchandise, stadium tickets, etc. just like a real league like the NFL makes their money.
This would also explain why gym leaders have different teams depening on how many badges you have when you challenge them (as shown in Pokemon Origins), the entire gym system is not designed to stop you, but to be beaten and to create strong challengers for the league, which in turn leads to entertaining matches there, making the league more profitable.

Maybe Pokemon is actually a post-cyberpunk utopia where the best and brightest, pokemon scientists and its best and most benevolent trainers run the government along with some instances of a strong bureaucracy and administration, and everybody pays taxes to keep this shit running cause it works well for everyone.

Either way, pokemon themselves seem pretty easy to take care of. Care is cheap as fuck, you just run through the beep beep light up machine thing at any pokemon centers for a few seconds and they're back to perfect health They breed and grow extremely quickly so you can produce a shitload of meat, and grass pokemon can help out with growing crops. Not to mention water pokemon are the most numerous type of pokemon so water shortages, and likewise for energy via electric pokemon or heating via fire types, is fucking trivial to take care of. Pokemon are also happy to work so you see many physically strong pokemon like fighting types helping out with physical labor alongside humans.

It's a post-scarcity economy, where your basic needs are taken care of from stuff like food and shelter to more abstract things like entertainment and education, and beyond that it's your incentive to work harder for a more luxurious life. Everyone speaks the same language, there's a universal currency, and there's a lot of cultural exchange.
