Back in Kaladesh, Dovin was kind of the lesser evil. Working to keep the peace without knowing (seemingly, at least) he was part of a cog in a larger evil scheme.
But they seemed to have kinda retconned him into just being straight up evil and fully aware of how evil he is.
The card's flavors don't really indicate it, but yes, he talks like a smug shit and brags a bit. You can hear his Arena voice in these lines.

Dovin wasn't evil at all in Kaladesh, you could say he was lawful neutral at worst, I would argue he was lawful good. He believed the Consulate was the best option to maintain order in Kaladesh and to foster the spirit of invention that he clearly valued based on how he spent a lot of effort making sure the sacking of the inventors' fair was done as respectfully and carefully as possible when Tezzeret just wanted them to take the inventions and ignore the inventors. He was just blinded by his adherence to authority and thus didn't realize Tezzeret was just using Kaladesh to further his own goals.
But then in RTRTR he's just an evil asshole for no reason.
