Optimization is extremely time consuming and indie devs don't have dedicated programmers for optimization. They mostly just have one main programmer and that's it. If that one programmer works on optimization he can't work on the game for several weeks or even months if it's a bigger game which is unthinkable.

Switch CPU can't handle the collision of multiple particles that the game uses for snow effects and fire on the spider boss. Also the bullet casings will need to lose the collision detection like the blob shadows that follow the terrain.

The attach rate for Playstation and Xbox users has always been pretty low actually.
They tend to get maybe 1-2 new games a year and they're usually something like GTA, Call of Duty, Assassin's Creed, FIFA, Madden, or some kind of DLC for those games. They don't have big external hard drives and shit anyway and don't have the space for lots of random games.

if this shit runs on laptops with low CPU & RAM usage then the problem is clearly the shitch.

switch is weak as fuck but there's no fucking excuse for this kind of performance. something like metal slug 1 ran on a playstation that had a cpu speed of 33.7 MHz. the switch has 4 cores with the speed of 1GHz. what probably happened was that the devs were making the game for modern PCs and real consoles, so they never encountered these performance issues during development, so when it came time to make a switch port they just scrapped some features to get the framerate run properly. this kind of game should run at an absurdly high framerate so the devs are likely just incompetent or didn't care enough to optimize.

GMS is hardly "entirely different" anyway. In some regards it is, but most old GM7/8 projects can be ported just fine.

One thing I will say is some of gamemakers modules are complete shit. take their html5 module for instance. poorly optimized & right now every single GMS html5 game that uses gamepads is completely broken. turns out this is because the module was so sloppily coded it had a missing semicolon. they were selling it for years like this until a chrome update that made code reading stricter revealed the flaw.
While it's not the sole reason, one part of the problem is that Unity doesn't have a 2D mode. It has a "flat 3D models with the sprites as a texture on the side facing the player's view" mode. Godot is the only engine off the top of my head that has a proper 2D display system.

I programmed 2D sonic physics in GMS. it works fine. you were likely using that common "sonic worlds" engine approach that moves the player into the ground at their angle then back out again with way too many collision checks in the loop.
i just looked it up and it turns out they made this game in gamemaker, which explains a lot. i don't think it means that gamemaker itself is bad, but it's pretty clear that these devs are new to game dev. i guess they didn't pay that much attention to performance. i'm personally autistic about framerate so i'd be embarrassed to attach my name to a pixelshit platformer that runs at 45 FPS in 2019

Also while unity / UE might be wasteful in RAM even for 2d (haven't checked that personally), it's still optimized as fuck and only need to render few quads with small textures, so there's no excuse for it to be slow. Even with lighting. Sure it won't be as fast as pure 2d with grid based culling but still shouldn't be slow.

because it's a different engine so approaches used in GM7 are not necessarily viable in GMS when it has other functions & methods you should be using instead because code needs to be tailored to the engine.
GM7 was my introduction into game dev, and looking back I'm glad I moved onto building my own engine early. When you don't have control over how or when assets are loaded, it gets very difficult to optimize.

Blazing Chrome, just saw the Digital Foundry video, and the port isn't even close as bad as OP makes it seems. Three sections on the whole game and one specific effect, had problems, and all of them are going to be patched.
Heck, one of the patches, if it works as intended, will make a boss battle look better on the Switch even.

Because the game that ran well on GM7 on a shit PC is a completely different game than the one ported to GMS.
Running the profiler would be enough to deduce the issue causing the game to run horribly but I that's outside your expertise since I'm betting you were a couple of kids with no knowledge of GML and probably just downloaded a sonic engine someone else made.
Also forgot...you can forget about this running at 60fps on a Neo Geo.
Even the Metal Slug games ran at 30fps on Neo Geo Hardware and those games weren't as intense as this imo.

A lot of old games were compressed to fit in cartridges(for example Secret of Evermore uncompressed was 70 to 80 mbit according to the creators and they had to compress it down to 24 mbit)
