The most sensible and proportional response to “a person is saying shit that irritates or upsets me” is to mute that player or flag them to no longer get matched up with you, not to use some aggregate of “number of upset players” to remove them entirely from the game.

Some services like Steam are stupid with the licensing shit, outside of that even if you get banned on a game's multiplayer so long as you own a physical copy of a game you can still actually play the game without multiplayer. On Steam you can lose your entire library if someone felt vindictive enough after you call them bad in a game. Most of the time I've seen people get banned for "chat infractions" for just talking trash and no "offensive" language at all, whereas there have been cheaters shown on multiple popular streams on games where the company has taken days, if not weeks or months to address the issue. One case I remember was on League of Legends where several pro, ex-pro players and popular streamers encountered a cheater in higher ranks, reported them multiple times on stream from the multiple games they had to play over days with them and they didn't get banned for at least a week or two after, with video evidence staring them in the face. I've had friends who play get 2 week to permanent bans just for typing popular rap lyrics just because they say "nigga" and the players on the other team felt slighted enough to get them removed from the game instead of using the in-game mute option. I've personally had someone try to rally an entire lobby to report me for saying "nigger" when the only interaction I had in the game was calling him a dumbass, which I called him again after informing him that the devs can see chat logs to prove I didn't. Report features are wildly abused and it doesn't help that bigger games run them through some automated system that looks for popular buzzwords and phrases like "said the n word" and "told me to kys".

In our modern world, banning bad words will achieve endless free advertising from games journalists who want to virtue signal about how tolerant and progressive they are. It is also an easy to defend position for a company to take ("durr saying nigger will get you banned"), while also being extremely easy to implement; while actually fixing a game, balancing the game and instituting meaningful changes to curb severe issues with inter-community abuse (greater than saying a few bad words) takes time and resources to fix.

It normally takes several reports to get in trouble for minor namecalling like calling someone a shit or a fuck, but bigger ones like racial epithets are weighted much higher. Still, the small ones do add up, speaking as someone who reports minor cursing all the time if they're being a bit of a hotheaded dick, and I have indeed gotten messages about actions being taken on accounts when that's the only type of report I've submitted around that time.
