Seems to me like Adrian could have tried some other things first. The whole premise of the comic was that the presence of Dr Manhattan exacerbated the cold war so the first thing i would have tried would be to convince Dr Manhattan to leave. This would have put the world in the situation we are in now in real life. There will never be another world war because everyone knows it would be the last one. The only "wars" we will ever get in now are proxy wars where we play toy soldiers with brown people which still seems preferable to murdering millions of people for a decade or two of peace.

Not sure if you're being sarcastic, but it's kinda the antithesis of that actually, in the comic Veidt uses that term because it was established how after unchecked vigilantism soured the world towards costumed capers, superhero comics did not sit comfortably on shelves, replaced by Horror and Pirate fiction instead.
As a result the sort of hero vs villain media Veidt and Dan would be more familiar with would be live action.

He comes up with this plan to delay this possible reality, The plan being, through sci fi magic, to summon a giant squid alien into a city, killing a fuck ton of people in the process. His argument is that this external threat will serve to unite mankind and delay a much deadlier fate, even if just temporarily.
The story ends with him and another character, Rorschach (pic related), having a debate. Rorschach's argument is that this fate should be delayed but not at the expense of innocent people. Ozymandias thinks that'd naive and won't work. It's basically a "do the result justify the means" debate. This question is left open to the reader.
Considering the time of release of Watchmen, having a comic book about "heroes" that presented this type of story was insane and is the reason why Watchmen became iconic.

The best part of watchmen is that manhattan basically says what Adrian did was futile in the end (read: wrong) and the rorschach journal ending spells it out even more for people who didn't get it the first time.

Thing is Veidt is actually a lot wiser than Lelouch since he enjoys theatricality but does not let it hinder his efficiency. Code Geass prioritizes being dramatic and entertaining over internally logical.
Veidt has a massive fortune and influence publicly, and discretely also has technology, resources, shell companies and agents unknown to most as Blake found out. He can and intended to guide the world once it became less divided and with little opposition or need for self-sacrifice.
