Seems to me like Adrian could have tried some other things first. The whole premise of the comic was that the presence of Dr Manhattan exacerbated the cold war so the first thing i would have tried would be to convince Dr Manhattan to leave. This would have put the world in the situation we are in now in real life. There will never be another world war because everyone knows it would be the last one. The only "wars" we will ever get in now are proxy wars where we play toy soldiers with brown people which still seems preferable to murdering millions of people for a decade or two of peace.

Not sure if you're being sarcastic, but it's kinda the antithesis of that actually, in the comic Veidt uses that term because it was established how after unchecked vigilantism soured the world towards costumed capers, superhero comics did not sit comfortably on shelves, replaced by Horror and Pirate fiction instead.

As a result the sort of hero vs villain media Veidt and Dan would be more familiar with would be live action.

Now in the movie it's likely the same history unfolded, so where exactly Veidt's coming from is a bit of a question mark.

Sometimes a good villain can be one who just lusts for power. It's about presentation and how entertaining they are as villains.

For a Jojo's example, the list would have Funny Valentine as Elder God and he is, best villain but DIO is still and always will be the most popular one everyone loves. That's because of his sheer presentation and style despite only lusting for power. It also considers Kira somewhere between Mid and Meh and for that the list can fuck off.

The thing is, when you strip down Kira's motivations, he's just a normal salary man trying to live a quiet life and pursue his happiness. If jacking off to cute girls' hands was the only thing that made him happy, his killing were just his own means of pursuing that. He's still a villain, but his act of "I kill because I need to satisfy my urges" is on the far end of the scale from Dio's act of being evil because just because he wants to be.

Here's the actual context.
The story takes place during the cold war and nuclear war is an extremely real possibility. The dude in elder god position is Ozymandias, a hero. He comes up with this plan to delay this possible reality, The plan being, through sci fi magic, to summon a giant squid alien into a city, killing a fuck ton of people in the process. His argument is that this external threat will serve to unite mankind and delay a much deadlier fate, even if just temporarily.

The story ends with him and another character, Rorschach (pic related), having a debate. Rorschach's argument is that this fate should be delayed but not at the expense of innocent people. Ozymandias thinks that'd naive and won't work. It's basically a "do the result justify the means" debate. This question is left open to the reader.

Considering the time of release of Watchmen, having a comic book about "heroes" that presented this type of story was insane and is the reason why Watchmen became iconic.

Thing is Veidt is actually a lot wiser than Lelouch since he enjoys theatricality but does not let it hinder his efficiency. Code Geass prioritizes being dramatic and entertaining over internally logical.
Veidt has a massive fortune and influence publicly, and discretely also has technology, resources, shell companies and agents unknown to most as Blake found out. He can and intended to guide the world once it became less divided and with little opposition or need for self-sacrifice.
