No, pirate it because Stellaris is 1% base game 99% DLCs
Not without the 10 expansions or so that each cost many eurodollars.
It's incomplete and basically needs the expansion DLCs (well, MegaCorp is skippable, so Starter Pack that has Utopia and Apocalypse expansions would be adequate). Distant Stars and Ancient Relics "story packs" would also be nice to have, more so than Megacorp "expansion". You might want to pirate it instead of giving your eurobucks to Johan, though.
But whether it's a good game... well, it has a number of problems, but at this point I think they've redone enough of the game systems for core gameplay functionality to be competent, and given the DLCs it's beginning to feel complete without obvious shortage of content in midgame or other critical problems that used to plague the game. On the other hand, it does and always did have some good things about it as well, like good flavor and interesting species and empire customization options (even if the gameplay impact is often minor). In short, I would say it is a good game worth playing, nowadays.
Pirate the dlc and you can get enjoyment out of it for 2-3 games. After that you've seen pretty much everything it has to offer.
I find it quite enjoyable. the exploration in the early game is the most fun part, plus there are good mods that add tons of events which make that part even more enjoyable. the recent relic dlc adds more of the things that make the game great, but it really does need a "more events" mod to flesh it out further. the race creator is also one of the most fun things about the game since it lets you create quite unique races. there are loads of mods to expand upon that as well, which is a good thing
the worst thing about stellaris is the fact that they do massive overhauls to the game basically every patch. it's not just adding features like with their other games, it's reworking tons of stuff. if you look at the steam workshop you'll see tons and tons of outdated mods along with forks of mods as they were 4 versions ago. I personally feel like most of these reworkings have been for the best, but it has retarded the overhauling mods quite substantially. there used to be big star wars, star trek, warhammer, halo and more mods. the only one updated for the current stellaris is star trek, and that's having some modding drama where one of the original(ish?) devs left the project and is starting their own, so that's a great sign for both projects. there is a new star wars mod coming out soon™, but a lot of the other overhauls are dead despite this being the perfect vehicle for them
as with every other paradox game release since ck2, buy the base game and pirate all the dlc
also diplomacy is basically nonexistant although I've seen some mods that claim to improve it and events are more about newly explored planets than your colonized planets which can make your colonies feel like nothing but resource generators
not really, the game is getting worse, and most interesting things about it are locked behind dlc that will cost you more than just 10 dollars.

the base game is really barebones, you need to pay up for the expansion like a good goy. it's not worth it
