Based on NSMB it's big. The Super Mario lore is pretty fickle though, so it might be different depending on which entry in the series you're playing.

Small is regular Mario. Eating the mushroom turns him into Super Mario. In Donkey Kong and the first Mario Bros he's only regular mario and he's in his small form.

All this Mario/Super Mario talk is making me think of Dragon Ball

In the 2D SMB games Bowser places a manlet curse on him. Even Mario isn't that pathetic.

It's a bit confusing, but I'll try to explain it best as I can.

Prior to, I'm thinking SMB3, Mario's default form was what you saw on the left. When he gets a Super Mushroom, he becomes Super Mario, which is what you see on the right.

But as time went along Mario's appearance in artwork became slightly taller and slimmer. This was around SMB3, when Yoichi Kotabe's 2D artwork was becoming standard for the series. So "Super Mario" started to look more like his appearance in 2D artwork.

It wasn't until SM64 that Mario's taller design became his standard form. We wouldn't see the smaller Mario on the left for years until NSMBDS. I can't exactly remember how the NSMB series explains it. But I do know that the SM3D games retconned it so that the Mario on the left is "Small Mario" (See pic related) and that the Mario on the right is just "Mario".

What's really interesting, though, is how Nintendo respects this. Whenever they want to show you a "modernized" pixel Mario, they always base it on the sprite on the left. See SMM2's Endless Challenge and SMB1-exclusive Big Mushroom for the most recent example of this.

This basically tells us that Mario on the left here is his default appearance, and Mario on the right is a rather strange looking temporary form. Nowadays it's the complete opposite in new games that have the Super Mushroom, with the tall Mario being his default appearance and a strange, deformed midget Mario (That even has a higher pitched voice and lacks a hat, most likely a SM64 reference, in SM3D games) being a temporary downgrade.

Interestingly, Wario had this established from the start, with his "powered up" appearance being the default one, and a strange midget version with a buzzcut created to show what he'd look powered down.

Considering that it's the form you have the longest, I'd say so. Childhood and old age are pretty brief slices of your life, adulthood is the true form of most people.

The big one is canonically "Super Mario" and the small one is regular Mario

So the initial idea was that Mario was a midget who goes big after eat a Super Mushroom but nowadays he's a small but kinda normal sized fatty that becomes a midget when powered down (and the same happens to other characters, even Peach), right? Well, it makes perfect sense in-universe, the only unusual thing is that in the new canon Mario started each level in his depowered form in the classic games, that's all

in Mario world he assumed big Mario as his standard form, just like a sayan can stay blond all the time if needed.

The lack of a hat was added so you could immediately tell Mario was small, which was important on tiny 3DS screens and the zoomed out multiplayer perspective for 3D World.
