It's headed up by Sentai Filmworks, who handles a lot of KyoAni stuff in North America, but KyoAni themselves haven't said anything about donations. Donate at your own discretion.

The company has worked with kyoani in the past and they contact each other often enough. The site itself is trusted.
As for donating, thats up to you. Some would say buying merch is a better way to support them. We dont even know if kyoani will accept the donations, though nearly 2 mil dollars is hard not to accept.
