It's "half" because in a full run, the effects of the press carry over from the previous A press, since he doesn't have to release it and press it again. If it's a single level run, then it's a full A press, because he has to press it to initiate the "half press". It's a completely valid and necessary terminology.

If he presses A to get a star in one level, then goes to another level still holding A and gets another star, it is necessary to make that distinction. It is not the same as doing it with one press, since it was combined with another press, and it wasn't in 0 presses since the strategy necessitates a press.
