For me it sounds like you can start playing it for free but you have to pay in order to progress. It's not the same as freemium where paying will make the game much easier for you, but you absolutely have to pay in order to progress.

"Free to start" is the Mario mobile game. You get a trial version and then have to pay for the rest of the game.
