See now, thats just the thing. It really REALLY looks like hes innocent of that. In GZ ending cutscene he is setting up MSF to look innocent in the eyes of the world to having a nuke. In that regard he is absolutely helping out MSF. How could he reach out to an arm of CIPHER while being cooped up in MSF?
I vaguely remember the outbreak that happened. Didn't he fuck with like an X-ray machine or something that triggered mutations that couldn't be WOLBACHIA'D away?
