Int 10, Cha 1 for metagaming shit, since more int = more skill points (you can easily cap every skill if you abuse this + comprehension), and speech/barter can hit 100 regardless of Cha while the stat itself only has 2 or so checks in the whole game including DLC

But otherwise literally anything can work fine. Just look up perks and see where you need your SPECIAL to be for the ones you want.

Intelligence and Luck, retard

NV is really good to the SPECIAL system and won't totally body you for trying goofy shit like high end or high perception. It's also still in the spirit of mainline Fallout so a few stats stand out.

Agility is the best overall because it controls your most powerful combat options and guns are your primary method of doin' it.

Strength is convenient but not necessary. Pack rats always wanna carry more shit, Melee is a good option but not always a safe one. But it's not a bad stat by any means so going wild as a strong boy is a good time.

Intelligence controls Skill Points so Intelligence is really fucking good. I think there are some raw intelligence checks in conversation but skill points directly feed stuff like Barter and Speech for talking, Sneaking for Stealth/Agi builds, raw weapon skills for everybody and so on. Intelligence is always a good secondary stat. Like an 8 Agi/8 Int literally can't go wrong.

Luck is a really fun stat. It's like strength, it's not as necessary as Agi/Int but you can go Luck 10, bankrupt the casinos as soon as you reach them and buy a bunch of badass guns.

Charisma isn't totally useless this time, it makes Followers stronger. It's totally passable if you're a loner but NV has some of the best companions in the series AND they usually won't fuck up your sneaking.

Endurance/Perception are useful but pretty tertiary. I've never felt even on high difficulty/modded bullshit that having extra End would've saved my life.

Note that all tertiary stats (Strength, Charisma, Perception and Endurance) can be boosted with drugs for harder fights or odd checks. Intelligence can be boosted too. Also don't forget that you can train stats up and find Bobbleheads, so even going as like 8 Agi/5/5/5/5/5/5 or whatever is OK.

Do your best to max out Charisma and Perception or get near that level and put Endurance at 3 or lower
For traits, go with Small Frame and Kamikaze
I also recommend tagging Survival

For traits I recommend Skilled and Four eyes

Cont. Skilled gives you +5 to all stats at the cost of -10% experience but there's a ton of quests in this game so that shouldn't be a problem. Four eyes gives you +2 to Per if you wear glasses, there's these special shades in the game that actually give you +3 Per called the lucky shades. You just need to help the legion a bit so they let you into their safehouse but you don't actually have to side with them in the end game.

If you wear a hat you also get an extra +1 perception I would recommend the 1st recon beret as it also gives you a higher chance of crits. With the Shades and hat you should have a perception of 9 and with an implant you can increase it to 10

If you have Old world blues you can get a spine implant that increases your strength by 2 which will give you a strength of 9 and with a strength implant you can furthur increase it to 10.

Also forgot, if you want to ramp up to megafaggot levels of gaming the system:
Pick skilled when making your character, rebuild your character as you're leaving, and pick skilled again. Gives you the +5 to all skills twice but only the -10% to exp gains once (unless you're playing with a patch).
Lockpicking, science, and speech will all help immensely. Lockpicking in particular can get you Lucky (no skill req, 3 str) and the gobi campaign scout rifle (75 guns, 6 str) which are both great for how early you can get them.
Get 50 survival so you can make rushing water (50% faster attack speed for everything that isn't full-auto, non-addictive despite using jet). Great when paired with anti-mat or riot shotgun + stay back/shotgun surgeon.
Anti-materiel rifle can eventually be used if you start with str as low as 3. +1 from the implant, +2 from finishing old world blues, and -2 on all str requirements with the weapon handling perk. Obviously start at 5 str if you don't want to waste a perk.
Get jury rigging.

If you want to get metagamey, then charisma is the least useful stat since companions are plenty strong enough at 1 CHA, there's only a couple perks with CHA requirements, and there's very few if any direct checks for it, just lots of speech and barter checks which can be made up for with skill investment.

Perception is pretty useless because ED-E effectively gives you 10 just for having him around and it doesn't do a whole lot by itself. The one thing it's good for is perk requirements, notably needing 6 for Light Step and Better Criticals. If you want those then it's best to leave it at 5 and get an implant.

Endurance isn't very helpful either compared to just using better armor and not getting hit, but it does determine the number of implants you can get. Each point of END = 1 implant, so leaving it too low can weaken your build's potential.

In old world blues, when you can choose organs, take back your spine and brain, leave the cyber heart in you.

Also caravan is actually a really good way to earn money if you actually know how to play it. There's this guy in Novac call No-bark that always bets thousands of caps on it.

Also because implants exist, you should generally avoid starting off with any stat at 10, because you can eventually just get an implant to max it out.

Ah you're right. New Vegas has those implants that actually bring up the value of Endurance, which again is a cool little system tweak that really brings around a tertiary stat.

If you want to earn money gambling you should only ever play Blackjack as you have highest odds of winning in that game.

Roulette is better with high luck especially if you want a shit ton of caps. Just play the low payout up until the casino cap limit and then bet on one number and repeat till success.

Intelligence and agility are optional, do whatever you want with them.

Every combat stat is high enough to max through gameplay, you can get every implant except charisma (which is useless anyway), you can clean casinos, reach maximum crit chance, and overall just coast through the game with any build.
