Every single time he has made a promise during development he has promptly gone back on it BEFORE release if it seemed at the time that it's not going to make it in. It happened with the famous E3 footage of the Radiant AI in Oblivion and it happened with the economic systems in Skyrim (which, btw, demonstrably were tinkered with before being abandoned as leftover files of both those systems and a more extensive civil war questline exist buried in the archives of the game). Todd has never, personally, outright lied about things.

Godus was put up on Steam Early Access in 2013, and has not only never left Early Access, it hasn't had an update since like 2015. Especially since Molyneux left the company.

Todd has creative control over TES and Fallout games, but he needs to make sure it's appealing to a large audience, even for all the shit Fallout 4 gets normalfags love it, people I work with who don't even really play videogames have played or at least heard of Skyrim and Fallout.
The reason morrowind was so unique is because the company was running out of money and no fucks where given by management.
Now that they've got money, they play it safe with their money makers (TES & Fallout) to stay in business and take risks in their other studios.
No other company would've let Arkane make Prey or let Id make D44M.
