Without the half A press, you would have to say that there is an A press on both levels, which would make the counting incorrect on a full run.
So if you use 0.5 presses, the total sum of button presses will be correct.

The reason it's a half A press is because it only uses the holding portion of the press, not the pushing, meaning he can push the A button earlier as required for a previous action and then keep it held for the second action.
