Honestly, if they wanted to go the ARPG route in order to keep the high detail art while reusing a lot of animations, why didn't they just make a small party of six or seven characters and give them much higher quality animations and a larger variety?

Originally she was a combination reference to the steampunk archetypes as well as the shonen hero cliches (which makes her redundant when Naga Rider is there, but she honestly had a better design than he did). Those were concept art for character designs, they said as much. They animated 90% of the cast though. If anything, they made smart choices on cutting characters so they didn't really overestimate. It's not like they're yacht club where they make the same game for 6 years or something

Zone was hired to help work on the dlc. The designs were already finalized long before that. Squigly did get a zone palette though and zone had backed enough to get a backer npc of zone tan in one stage.

That and zone made a hentai flash with filia so they could easily draw within the art style of the game when game initially released. Even got the skullgirls announcer to make lines for it.
