Because rape has very little to do with being attracted to the person being raped or about "enjoying" the raping in the same sense that you enjoy consensual sex.

Rape is almost entirely about power and asserting dominance.

You realize someone would have to program and model things like a player character heating up drugs in a spoon and injecting it into a vein or create a sex system and then add the necessary things to create a "rape" system in the game. This is extremely time consuming, offensive to most people, isn't a highly profitable or desired feature to add, no one involved would want their names put on it, and it would make the game have some kind of really nasty worse than M rating applied to.

Regarding Morality in video games, I think Pathologic deserves a discussion. On the first day of your arrival the townsfolk are hunting woman and murdering them in the streets out in the open because a supposed "golem" has taken the form of a woman and is killing people.

What's interesting is you see these woman being chased down in the open world and you if you choose to interject and kill the men chasing the woman, you actually lose reputation instead of gaining it. It makes it great and goes against the grain of the typical black and white morality typically found in games, and forces you to look at the culture and morals the characters in the setting your in follow, not a simple coin flip of good vs evil.

You can make an excellent game out of any subject. Morality has very little to do with the quality of the project. For instance, your game is basically just an open world stealth game. You can make the exact same game, but make your dude a bounty assassin instead or you could even make your main character sentient dogshit that's trying to stink up everyone and use the exact same mechanics and setting.
Other than that, certain themes are more taboo than others and if you mindlessly scream "LMAO FUCK MORALITY!" You're not gonna be taken seriously. Games like those do exist, see DoL, but 9/10 nowadays it's moreso about holding some kind of moral high ground than making taboo stuff even with good faith. Manhunt was a game literally about snuff films. Horrible, bad example for children and all that tripe. Grand Theft Auto is a game about stealing cars, killing cops and picking up hookers. Morally fine because it's just fiction and that trope is well explored in other mediums.
