Because she can use her analysis skill to figure out what makes hot girls hot. This actually makes her very OP as she can, given time, emulate any other skill that remains mostly on your brain.
Basically, fashionista is a well-executed ruse, and there's bound to be actual real Ultimate Fashionista who can be hot just at a flick of a finger, while Junko needs to sit down and think at least for a moment to understand what to do.
In a sense, this kinda works in favor of series' conflict between talented and not talented. Former get all they want on the platter with least amount of work possible and live like kings, but fail horribly when being caught in situation they can't rely solely on their talent. Latter can get somewhere, but they have to slave away at work, train, spill sweat and blood, and more often than not, all rewards are already taken by talented. But Junko, thanks to her skill, can do the same at peak efficiency. Plus, it's much harder to put her in situation where her talent is not enough.
