Fallout 3 was alright because it was pretty comfy and fun. Fallout 4 was okay at best simply because of the gameplay and some characters and weapons. Fallout 76 is just fucking broken.

But the reason to convince him to retreat is already good enough. The NCR mainland is literally too hard to swallow. If they got bogged down at Hoover Dam, do you think they'll be able to defeat them on home turf when they'll start conscripting and arming citizens or even administer the entire territory if they somehow manage to conquer it (while having to deal with militias, terrorist groups, etc)?

Lanius isn't an idiot, but at the same time he still was just an upjumped bloodthirsty tribal warlord who wanted to kill and dominate, and he saw the NCR as a worthy enemy, much like a lot of historical tribal people did. Caesar might've had a chance to do it if it wasn't for the tumor, though.

Their entire army has fought years to get to that point, their entire objective is right in front of them. They don't even need to take the dam, just destroying it would cripple the NCR's entire reason for being in the Mojave. But NV's writing is so godawful, it tries to pretend there is any logical reason for the Legion to retreat.

If you have a combination of high speech and medicine, you can kill BBEG by botching the brain surgery and convincing his higher ups he was too old to survive the operation. Did that on my power fist run and it was the most fun I had in the game.
They should have made Lanius more like Frank Horrigan and refuse to back down. His character is a violent warlord who, while not dumb, isn’t exactly the thinking type. The endgame speech checks should have been something like convincing his officers to mutiny or something before the battle.

Lanius and the legion as a whole don't fuck off because "muh scary words" they leave because you convince them that after their first fuck up at the damn they still are not capable for a full invasion of the NCR. Even of they somehow manage to take dam AND NewVegas from House.
The NCR is simply too large for the legion as it is at the moment. They would bleed themselves dry and weaken their hold on everything they had already conquered.
Lanius is promising to comeback with a Legion 10 times larger and 10 times as we equiped. Once they has solidified their lands and build up their forces.
It's almost like Ceasar wants the damn and New Vegas as both a prize and an inroad to the NCR.

Obsidian cannot write character. They never have and never will. It's the same with locations, they suck in Obsidian games. Actually, the only reason to play their games is to take in the awkward, pretentious writing, impossible and weird, broken mechanics.

The fact that there's no settlements north or south large enough sustain the legion, and to the west is the ocean. Eventually they'll have no choice but to turn around and cannibalize their own territory once they've run out of towns to rape and pillage.
Honestly, you shouldn't have been able to talk him down. The divergent ending between diplomacy vs combat should have involved saving Caesar, putting him in charge so he's the "final boss", and if you do that then decide to turn on him then you can talk him down.
By putting this angry bastard in charge, they were stuck between a rock and a hard place. Either force the player to have only one possible solution (fight him), or stretch his character a shitload by trying to convince people that a blood-crazed war general might be willing to talk logistics with any old rando that walks up to him with a gun in his hand.
