I always thought the point of cuts was to not make the roster look so cluttered and confusing. I would just make changes to how it's set up with characters that are too similar to each other.

Echoes are fine if they're accessible from a character you choose that is similar to them. Maybe make Young Link and Toon Link skins of normal Link instead. Make Starfox members skins of the same character maybe, like how Hero is? Then you can add more that the furfags wanted, like Krystal. Marth clones just need to be together somehow. I like Isabelle but I chose Incineroar over her because Incineroar is a lot more unique in moveset.
