How it typically goes is that the kid asks the parent to buy them the thing (something like "mom buy me these FIFA points I've been getting good grades") under the unspoken premise that CC info won't be stored and it's a one time thing. The parent doesn't know their info is stored automatically and the kid may or may not know, but even if they don't they quickly figure it out. The kid starts out small with their purchases and gradually gets more daring and greedy, thinking their parents probably have infinite money. Later on the parent's card gets declined for something or they just take a look at their bank statement and notice dozens of transactions and their balance is gone and they contact support. Basically it's a mixture of ignorant parents and dumb kids not knowing the value of money.
