How would you go about making a Terminator video game?
Idk, I probably wouldn't. A video game wouldn't really translate what made the first 2 Terminator movies good.
It would probably have to be a generic survival horror game as a rule, except everyone would already know what to expect so it would suck.
Set it during the war. Make it more of a stealth action game where you have to sneak around and sabotage Skynet bases in order to rescue captured humans or just initiate a larger scale assault on said base. You would take part in the assault or rescue op once it begins after you took out the bases defenses/power/whatever the fuck.
You can return to a main Resistance base but also have a few various ones that you can help upgrade with better defenses. If their defenses suck they can get infiltrated by Terminators and wiped out and unusable as an outpost anymore. I figure you make it some kind of Open World game but one with multiple large open world areas instead of one massive one that will just be a slog to travel around and will never really have as much content. To many Open World games make these huge worlds that are mostly just empty. I'm thinking more Metro Exodus and less GTAV.
First or Third Person, depends entirely on which one feels more fun to play and what you can do. I'm leaning more third person but it runs the risk of just being another in a long line of "cinematic" third person action games.
As for "story" you're just some rando member of the Resistance going on missions to fight the Machines and save Humanity. Don't force in Kyle Reese or John Connor. Give Reese a cameo and have Connor just be messages you hear on the radio when you're at Resistance bases and what not.
Probably similar to the movies where you are being constantly pursued by an invincible terminator that you need to fight with modern day weapons.

Wasn't he like originally just some random Resistance soldier who took command in a battle when all the other officers were dead and he managed to win the battle and rallied the Resistance but he died at the end of the battle and the Higher Ups in the Resistance or whatever used him as some kind of mythical leader propaganda to keep people fighting the machines? Like they acted like he was alive and in charge from that point on because he inspired everyone or some shit?
Or am I confusing that with something different?

I think the future war should act as an overworld, and after doing xyz you should get missions to go to location to be sent back in time to protect/kill a target.

True, but if you just start blasting your way through town then your target could escape. You would need to approach stealthily like in the movies. Unless you had them cornered.

The solution to this is clearly hacked enemy terminators T2 style, who blend in with the cast of the level until you shoot them and they don't die.
Copy Star Wars Battlefront with Skynet vs humans. Not that new disney/ea jew bullshit.
Either a super confined Alien Isolation type game where the Terminators hunt your ass all over a specific location.
Or the same premise but in an open world style LA.
Or a Dead by Daylight rip off where you play as a team of Resistance travellers who need to save a target. You all get weapons and abilities but are severely outmatched by the Terminator who's a fucking Terminator, can also be either a T-800 type who's just a tank with a lot of guns or T-1000 who only has a pistol but is faster, has tons of melee tricks can slip through certain obstacles. Also he's easily dispersed by certain highpowered weapons but that just stuns him and he regathers. Also give him some kind of spawn buff to discourage camping on his regen.

"I'm a friend of Sarah Connor. I was told that she's here. Can I see her, please?" It certainly tried. In fact, throughout both movies the Terminators tried to approach their targets, or lure them out with deception. Imitating relatives voices was a trick in both movies, and the T-1000 even took on their appearances. They also refrained from outright killing people unless they provoked the Terminator violently. Consider that the reprogrammed T-800 in T2 had no issue with killing people, until John Connor told him not to, despite this; he didn't try to kill the bikers at the beginning even after they attacked with knives, cigar burns, pool cues and threats with a pistol and shotgun. The Terminators are incredibly stealthy.

I would probably make it with two modes of play in the campaign. One is with a resistance fighter who sabotages, sneaks around, hacks and so on for a more of a tenchu based experience. Second mode is playing a terminator tasked to kill said person which would be more action packed basically making you plow everything in your way. Game would probably work best as an Unchartee clone though a first person view for the terminator sections might work.
At the end you got to make a choice whose side you are going to pick.

Make it about the resistance. The resistance leader is a bitchy black lady with a fro and unironically says "shiiiieeet". All of the terminators are aryan. Scenes of terminators separating children from their parents and putting them in cages. There can even be a subplot about a corrupt guy, with a strangely familiar toupee, in the resistance who is colluding with the terminators.
Unironically this would be awarded every Game of the Year award, and because it is so brave and powerful, game journalist will herald it as the greatest game ever made.

Not really. I mean in how it gathers information and tries to approach its target maybe but really he just goes to where it thinks the target is, gets confirmation that they either are or are not there, then takes them out in the loudest possible way imaginable. The T-1000 on the other hand is a little more stealthy. Locates its target gets close and kills them quietly (if able) and then leaves just as quietly. Granted that's mostly just assumption as the T-1000 still had a majority of its screen time just shooting at Arnold instead of trying to find an opportune moment to strike but I'll chalk that up to T2 being an action movie and not a video game.
Make it Alien Isolation, but replace the Alien with a Terminator and replace the space station with a major city in 1987.
Playing two opponents at the same time is a bad idea
look at Indigo Prophecy which is still a terrible game for many reasons but one major one was that it made no sense that you controlled a murderer and detectives who look for him

The problem with Indigo prophecy was that it was a shit game some odd 1 hour after start. The double perspective thing worked for Breath of fire IV and to a degree in Call of Juarez.

Because nuking the Earth was actually John's plan, to keep the Skynet from connecting all the machines in the world to achieve a singularity, and turning the world into a highly advanced utopia. Basically, machines were the good guys all along, but people don't know it, and they'll do ANYTHING to stop you.
Sometimes I feel like I'm the only person in the world who has really enjoyed and completed most of Terminator games (T2 on NES, Genesis, T4 on PC, T3 was fun little break from CS/HLDM and Quake lan matches)
