Depends on the artist and if they can make the style work. Your example has lots of minute detail that works because of the scruffy short strokes that probably wouldn't look interesting with long strokes. However, a lot of newer artists who try to have a realistic or semi-realistic drawing show they are not confident in mapping out their drawing while they are drawing, creating a "jagged" look that ruins whatever they were going for.

Techniques are not the be all end all of art, it is how the techniques are used to create a style that makes the difference.

you are mistaking hatching with "short stokes', which we call chicken scratching. One is controlled and is applied to shade forms, imply textures and convey mood, the other is just a lack of control\skill.

The reason behind the short strokes might be different, but in the end short strokes are just short strokes, and they look effectively the same.

Yeah it is a mess, happaned like 2-3 months back so not much around it. If you want to get mad more just search for -manga materials twitter drama- though most links there will lead you to the deleted twitter account or to kiwifarms which has a whole section for this drama.

The problem isn't "all short strokes are bad" the problem is when you need to draw a curve, for example, as a bunch of straight lines. It shows a lack of control and planning/understanding of how you want the line to be.

Again, depends on how the short choppy strokes are used. If used for major outlines it usually looks "off" and that the artist has no confidence in their drawing. If it is to emphasize a sharp corner or add a layer of "detailing" onto it short strokes are absolutely fine. It's when it is used for what should be a curve and it conflicts with the rest of the artstyle is when it becomes a problem.

It's all a damn cycle. Eventually the people who grow up with this style realize how shit it is and revolt against it by making some comeback to proper styles. I fully expect for there to be a change in the coming decade as the kids from the 90's get into better positions in the industry and start betting on more creative stuff, and the audience buys into it because it stands out.
Personally, the only excusable "calarts style" show is Gumball, and that's because the entire show is a mix and max of every style, from 2D to 3D to life action. It actually feels like a show from the 90's.

Easy to imitate, cheap, and since schools like Calarts specifically "teach" this art style, it means the companies have a steady stream of young artists ready for the assembly line.
An old teacher of mine once attended a conference in America and he came back disheartened. He told us how every student project looked the exact same. When he asked one of the teachers from there why they all looked so similar, the teacher said that the school was sponsored by some animation company that did that art style, meaning the teachers were purposely making sure they destroyed any semblance of creativity for the sake of getting these kids into a corporate grind.

Still better than abstract art and probably better than anime.

/ic/ or /i/ (Can't remember which) has a good pinned link for getting started drawing properly. Basically it boils down to first starting doing a "realistic" drawing. Draw simple 3 dimensional shapes, get those shapes in real life and study how shadows and light work on them. Draw more complex things and you will soon see how almost every complicated shape is made up of those shapes you first studied. Once you got a grasp on that aspect, making something "stylized" is MUCH easier, since almost every style comes from changing something from reality.

The positive part is that a lot of teachers don't actually like this either, it's the school board that pushes it, meaning if you ask a lot of questions and ask for constant help to improve, you will see the teacher's face light up with glee.
Start out by simply drawing to yourself. Start with anatomy books. The best advice I can give early on is don't worry about looking like shit. It will look like shit but that's how we all start.
Don't worry about perfecting each drawing, that's not the point. Try to draw a hand. Once you have a hand, see what the bigger issues are and start drawing another hand. Don't worry about making sure this line or that line is straight, don't worry about giving it proper shadows, etc. Early on, it's best to start as many drawings as possible, not finishing them to a professional level.

Looking at game covers even simple composition and color schemes seem to be forgotten, pushed aside if considered at all. Character design and visual storytelling, I rarely see it. There is so little put into the characters that inform or give clues to their personalities or background and instead conform to this very minimal bland generalized idea of what the character is supposed to be. Like this, this is boring as fuck to me. "We need a protagonist, what should they be like" "Like every sensible female cop, EVER". The female cop from Gargoyles dresses just like this and that was 20+ years ago.

Depends on how fast you can grasp the basics. You're still young. As long as you don't learn the wrong lessons early on, you can quickly see improvements with just some hours a day/week. For example, if you can learn how the body contorts naturally, where the joints are, how to draw perspective right, within 6 months you'll see an obvious improvement. But you do have to really put some effort in. If you're only doodling during those hours without really thinking about it, then you'll take a lifetime.

I'm assuming you mean think and no even independent artists and such do these ugly fucking animations for some reason and they're almost always targeted towards stoners. Like aqua teen hunger force (which was actually fantastic) home movies, pretty much everything on adult swim, the only thing that looked decent was super jail.

I don't consider Adventure Time to be calarts style because it doesn't use the beanmouth, it doesn't use the shitty calarts head style. It just gets lumped in because the guy who created it went to Calarts (which the guy who made Spongebob & the guy who made Danny Phantom also did). Similarities yes, but not the same garbage style. They actually animate semi-realistic mouths, lips, teeth & tongues unlike calarts shit such as steven universe or gumball. The characters also don't have the wide open eyes or 'transparent hair' styles.

In theory that sounds better, letting people do what they want and if the ship sinks then they don't get another season and if it's a gem that would never air on tv then we get something special. But i've noticed everything on netflix is watered down regardless like a gimped HBO or showtime.

In theory, it's great but while its obvious that creatives don't want some producer without a creative bone in their body telling them what do do, a lot of creativity comes from restrictions. A lot of iconic shows came from some sort of restriction, some sort of producer guiding them in the right direction. It's only a bad partnership when the producer effectively calls all the shots and no creativity gets past the restrictions.
Netflix shows are basically "could be good if someone told the lead creator to polish some ideas."

Except still life and realistic drawings are still taught at art schools within the first year curriculum. Afterwards it is then either continued in the illustration or traditional fine arts departments. The issue isn't the lack of people teaching it, it is growing specialization of different art departments across the board thus not all departments feeling the need to spend time on it beyond the first year.

That's why the animation department will have a lack realistic drawing classes, teachers or students utilizing it. It's not a part of the specific curriculum and often requires the student themselves to go request classes within a different department all together in order continue it. That's at least what occurs in dedicated art colleges in the U.S..
