I have this problem only with steam. I have fast internet, but on steam, even when switching servers, it goes slow. Sometimes the downloads just stop completely and won't start up again for 20 minutes.

I've always had the opposite experience. I have extremely shitty Internet and often get sub-1MBps downloads in most places, but Steam always goes above 5MBps for me.
