Yeah this is impossible for Nintendo.
The latest 2019 Nvidia SoC is 3 generations ahead, or 4 years. It can't do 4k gaming. Most PCs can barely handle 4k, let alone a 1.0 TDP SoC.
As for phones, usually the reason they're over $400 is because they use top-tier displays and a lot of ram. The ram alone takes up at least $150, which a game console won't need. And also Qualcomm charging up the ass for their latest processors.
The PS4 Pro can't do 4k gaming yet it's advertised as such.
It could do 4k upscalingish but likely no native rendering although Nintendo games are fairly less demanding as they rely more on artistry with lower polygon assets.
That's why they've only hit framerate issues recently as they've started using engines like Unreal and newer rendering techniques.

The whole "4K" standard itself is a bit of a misnomer, 3840x2160 is very far off from 4000.
RAM is not the reason phones cost so much. Switch and iphone xs both have 4GB of RAM. The difference is the screens and the amount of storage
