The only thing Natsume owns is the name "Harvest Moon" and possibly some localized aspects like names. Pete and Claire look the same despite the love interests changing, and they've brought back pre-SoS characters before that didn't change (although their names did, I'm not sure if that's happening in this game).
If anything, it's to distinguish the Mineral Town characters from the 64 characters more, but really they probably just wanted them to look like the more recent animu character designs.

You have to remember that the original designs were copy pasted from HM64.
For example Rick was an inventor in HM64 and wasn't even related to Popuri (who sold flowers) but they nade them into sibling that sold Chickens. Rick being strawberry blonde with reddish eyes fits more.
