I've never seen a game made better by hiring big actors, and often seen them worse off.
They also usually seem to be very poor at voice acting as well as limiting the game's options with their presence.

Star Citizen raised its money through crowdfunding, CP2077 did not. People tend to become less forgiving when their money is personally invested into it.

The game has an M-rating, just like R-rated movies, and just like R-rated movies, M-rated games are not meant for kids. Why didn't they say the same thing for the Godfather movies when they made them then?
