Skill ceiling is how much effort it takes to master something. Skill floor is how much effort it takes to even be remotely able to play at all.

A game with a low skill floor but high skill ceiling is the "easy to learn, hard to master" game like for example Tetris. A game with a high skill floor is something like Dwarf Fortress, which takes a heavy investment upfront to even be able to play properly.
