IMO, it's easier to control both characters in an emulator, but since it requires you to use the stylus a lot it's more comfortable to play on a DS.

Heartgold is a damn fine game, one of the best remakes I've ever played and perhaps one of the all time best mainline pokemon games.
A standard DS will do you good if you just want to play Heartgold, in that case I'd recommend the DS Lite. The Lite is much less bulky than the original DS model and it keeps the GBA slot.
3DS can play DS and 3DS games, but there's no GBA slot. However it also has the Gen 2 Pokemon games are available on Virtual Console if you're interested in those versions as well.

DS by a long shot. Everything snaps together on the DS because TWEWY intended for it's gimmicks, gameplay and even the fucking story around the DS. The whole theme is about Neku partnering with someone else to survive, and how they help each other in "different zones", the top and the bottom screens. They tried their best to shove all that theming into one screen for the mobile and switch versions, but they don't compare. The switch version has a remastered ost though and a few extras, but the game was made for the ds. If anything look those up when you're done with TWEWY

B/W or B2/W2 are great. They have the newer QoL additions but are also the last games before GF went pure lazymode. Emerald and HG/SS are also good choices.

X and Y have a fuckhuge regional Pokédex and the best multiplayer interface in PSS. ORAS have it too as well as the DexNav, but it depends if you don't give a fuck about the lack of Battle Frontier. Unless you care about the story, play USUM over Sun/Moon if you really want to. Both have a fair share of handholding though.

The DS was a better GBA though. And the dual screens were an incredible addition that led to new gameplay opportunities. Sure some games overdid it with the touch screen gimmicks like Phantom Hourglass, but plenty of others took advantage of it in good ways. Franchises like EO could not have existed on anything but the DS. Even in games that didn't make much use of the touch screen, having menus on a separate screen was a godsend.
