The risk isn't that huge in absolute terms even if you smoke heavily. Someone that has a cigar a couple times a year or even every damn week will be fine.
The real reason to hate tobacco is that it's a mediocre drug that gets in your head even if it doesn't give much of a buzz, is damn expensive for what you get, and the smell clings to your clothes which is often undesirable even if you like it. But the overall sensation is nice every now and then.

In the end these campaigns are pretty much worthless. People don't smoke because they like the act of smoking or how it looks, they smoke to feed their nicotine addiction. Much like how alcoholic beverages taste like putin's asshole, but people drink anyway because they like getting drunk.
