Both, eventually. I’d say for now get a Vita only because they won’t be getting any cheaper, while the Switch has quite a few years left. You can’t go wrong with either - the Vita definitely has the bigger library but the Switch’s catalogue is growing extremely fast, so it just boils down to what games you want to play, and if you need more portability. If you don’t need portability, just get a PS TV.

if you want homebrew now: Vita
if you want homebrew later: Switch
if you want actually play the games the console has to offer: Switch.

The Vita is unironically better than the 3DS but you'd have to be an absolute tard to get a Vita over a Switch. The Vita is praised nowadays because it's a good weeb machine. But the Switch is shaping up to be one too (with actual good first party games, mind you). Franchises like Digimon, Project Diva, God Eater, etc. are now gonna be on the switch as well. Not to take anything away from the Vita. I love it, but the Switch is the better choice unless you just have to play Uncharted on the go.

Switch. Practically everything worthwhile that was on Vita has since been ported to PS4 and PC. Tons of Vita versions of games are extremely poor ports with lots of framerate problems even with being way under native resolution too. On the emulation side if you already have a PSP then it's just about as capable emulating as a Vita is.
Switch at least has some first party support and is still getting new games. Vita has been discontinued in both east and west, it only has 1 upcoming non-indie game for 2020 and even Japan has stopped giving it token ports in lieu of doing Switch versions instead.
If you get a Vita you'll probably love it for about a month and wonder why it gets so much flak but right around that time you'll end up beating all the exclusives it has to play leaving you with a shitload of poor performing ports and it'll end up sitting in a drawer.

Hacking gave the console a second chance at life and now that they've been discontinued they're only going to go up in price. The thing is now on par with a hacked 3DS and is currently one of the most versatile handhelds ever made with an incredibly dense library, fantastic screen and one of the best dpads on the market.

The Switch and Vita are both great consoles though. May as well get 'em both if you have the money and the time to play them.

Vita isn't the only thing that can emulate those older games though. It's nice that it can but when the number one thing going for it is emulating old shit that you've either already played or can play practically anywhere else it's not a great sell.
